Mohammad Rashed Hossain Chowdhury was born in Kartikkhila village, Tarail upazila, in the Kishoreganj district. His late father, Mohammad Hamidul Haque Chowdhury, had a dual career in banking and teaching, while his mother, Hosne Ara, is a retired educator. He has two brothers and a sister. His wife serves in the administration cadre, and together they have one child.
Academically, he distinguished himself by completing both SSC and HSC with honors from Mirzapur Cadet College. He went on to earn a Bachelor’s degree in Computer Science and Engineering from Dhaka University and later received a Master’s Degree in Public Policy from the University of Reading, UK.
He began his career in the civil service in 2008, joining the Divisional Commissioner's Office in Rajshahi as an Assistant Commissioner through the 27th BCS Administration Cadre. He has since held various roles, including Assistant Commissioner and Executive Magistrate in the Deputy Commissioner’s offices of Natore and Brahmanbaria. He served as Assistant Commissioner (Land) in Brahmanbaria Sadar and Ishwarganj, Mymensingh, and later as Upazila Nirbahi Officer in Phulpur, Mymensingh. His roles have also included Assistant Controller in the CCA Office under the ICT Department, Senior Assistant Secretary in the Cabinet and Health Services Departments, and Deputy Secretary in the Health Services Division, Ministry of Textiles and Jute, and the Public Security Division. As of September 12, 2024, he has been serving as the Deputy Commissioner and District Magistrate of Narsingdi.
Throughout his civil service career, he has achieved several accolades, including securing the 8th rank in the 44th Basic Training Course at the Bangladesh Public Administration Training Centre. He also earned 2nd position in the Law and Administration Training Course, 3rd in the Survey and Settlement Course, and 5th in the Budget Management Course from the BCS Administration Academy. Additionally, he has participated in numerous trainings both domestically and internationally.
